1) Hardware limitations
2) He's no where near as liked as the others, not even Wario

Waluigi is a myth :( none of the theories work, and any videos are probably hacked with AR to get to play waluigi. people want him so bad they dont realize that HES NOT REAL
I unlocked Waluigi, you must have 150 stars and 36 coins and then you must defeat bowser 33 times with only 1 life left and you health bar must be at a minimum. The battery light on your ds must also be red, and you must do this between 1 P.M and 4:33 P.M. And if you live in Belgium, Poland or New Sealand, too bad it won't work for you.

He's meant to be super-secret, that's why he's not at the beginning bit! Duh! And just if he dosn't have minigames, it dosn't mean he isn't on the game at all! And the white door turns purple with his symbol (upside-down L) when you get 150 stars, get a 2D box to gain access to the caged up cannon hole outside and fire into the peach painting which should have now become a vortex, do stuff in there with pirana plants etc.
That is ok proof of no Waluigi but if you unlock Mario with Yoshi and you unlock Luigi with Mario and if you unlock Wario with Luigi than think about it Wario has to unlock Waluigi and only Wario can destroy black boxes so maybe just maybe he could be in the game. I'm NOT SAYING HE IS THOUGH!!!!

He's meant to be super-secret, that's why he's not at the beginning bit! Duh! And just if he dosn't have minigames, it dosn't mean he isn't on the game at all! And the white door turns purple with his symbol (upside-down L) when you get 150 stars, get a 2D box to gain access to the caged up cannon hole outside and fire into the peach painting which should have now become a vortex, do stuff in there with pirana plants etc.

no it doesn't, here is a little rumor i created, did you realize that when you punch the blank door behind the mirror,
the sparks are all purple, but when you punch a regular door, the sparks are red

That is ok proof of no Waluigi but if you unlock Mario with Yoshi and you unlock Luigi with Mario and if you unlock Wario with Luigi than think about it Wario has to unlock Waluigi and only Wario can destroy black boxes so maybe just maybe he could be in the game. I'm NOT SAYING HE IS THOUGH!!!!

People have ripped data from the game, including character models. Waluigi doesn't even have a model included.

Unfortunately, we run into the classical philosofic problem with this video: it is always impossible to proov beyond all doubt that something Doesn't exist. Besides, the proof you present isn't that good as he would be a hidden character and therefor, by definition, hidden. The proof that I do agree with as a true proof is the one in the presentation: somebody would have prooved the existance already, if the existance was real. It is highly unlikely that Waluigi exist in the game.

He's real! It said on a website by Nintendo that you have to "have 150 stars and be the fastest in all of the lands and then he will appear". They even showed his special ability (to bounce high on his feet) and what he does when he hits the red ? blocks, which is run REALLY fast. He's real all right, you just have to unlock him (;

I agree with this video,waluigi is not in the game simple as that..... I beat the game have, all the stars,and am definately not gonna try to unlock him. Why do so many people even argue over this. If he was in the game then datel would have some sort of code on the action replay(as most SECRET characters to video games do)Not to mention that waluigi would be ALL OVER the internet by now(besides the corny attempts to prove he's in SM64DS)
