A single lamp and a cloud texture set to reflection map input. The waves are a tiled normal map, some hundred thousand polygons of displacement baked into a texture, set for nor, spec, and hard under map to.

its a texture displacement. you can make it move but dynamic is what the fluid simulation is for.
