From my perspective, Pied Beauty--like nearly all Hopkins' works--is about God. The wonderful thing about this poet is his technique, word choice, amazing modernism melded to an ancient faith so perfectly. Industrial Revolution?? maybe, but I don't hear it.
Yeah, I'm familiar with Hopkins work and most of his poetry is about marveling the beauty of nature that is in close relationship with God. Pied Beauty lists various examples o the marvels" an open chestnut, multi-colored birds, the work of man. Yes the industrial revolution was around the same time but Hopkins, i thik was far away from the shift in society.
I don't read anything that makes me think about "Industrial Revolution" though this was written during that period. To me it conjures visions of ever changing landscapes. The splendour of Nature with traces of mankind amid this glory.

Look at poems like the windhover and God's Grandeur. What mattered to him most was a closeness with nature itself not factories and railroads
