Farmer is a person who has enough land, cattle, labor hands, machinery,etc that gives him the opportunity to produce big quantities of agricultural goods for the market, to live from the profit, pay to his (possible) helpers, etc. Peasant is a person who has a small amount of land and cattle and he can only produce as much as to survive and pay his taxes. Far not every peasant is a farmer - just as not every soldier is a paratrooper.

Russia was formerly an empire(under the Tsar), and still rules over a great variance of people simply called "Russian" for posterity. They are not ethnic Russian, Russians are Rus and Slav.
