its ok now, i figured out what was wrong. my water tank was already full. when it comes to cooling down the bar, make sure the water tank is empty first.

@JonelleConnects camalot, seer's village, you go to the place next to the bank with the small pic of a anvil, there is a small room with stairs leading down into the room but you need to get a key out of a book that is in one of the houses around it (I think, i got it a while ago), then unlock the door with is bended in with the wall. Go down the hatch that aprt si explained in the video.

if there is a message telling you that you need instructions to make the helm, it means that you need the slashed book from elemental workshop 1. you wont be able to make the mind helm and complete the quest without having that book in your inventory. but dont worry, to get it just go to the house just south of the workshop and search the bookcase.

OK, I just realized how to do this. Ignore making the elemental helm! Just continue with the making of the pure bar and u will finish the quest. IGNORE MAKING THE ELEMENTAL HELM! (and I do not mean the elemental mind helm, because u need that to complete the quest.)

For some reason I read the entire book on BOTH Mind Shield and Mind Helm. When performing the final step the anvil using the Elemental Mind Bar it tells me "You need instructions to follow. Maybe that battered book contains some?"

The ONLY thing the quest guide tells me is "I have made an elemental mind bar, now I just have to make one of the helms from it."

But it just doesn't work. I have every item you described and still.. doesn't work. Jagex glitched yet another quest.
