Elites or , Sangheili as their true Species (You didnt actually think they're called "Elites" as a race did ya?) Are bred for combat. Spartans are children kidnapped and trained on the planet Reach and at the age of 14 they undergo a series of augmentations such as adding titanium to the bones of a spartan (Which almost kills them) But Elites and spartans are equaled (Imagine an Biologically,cybernetically , enchanted elite. That's be so strong compared to a Spartan. Probably 2x as strong.

You have to view it a different way at first. Spartan are soldiers that have been enhanced with hundreds of things. An elite hasn't been enhanced and is already equal to a spartan. Now imagine an enhanced elite! ZOMG that would be scary!
