In the past, people were pretty ignorant (or less concern because they didnt know how serious it could come) about pollution and weather pattern. So, penalizing them for the time wont be fair. However, now people/nation does understand the seriousness of pollution. They must not continue the way they have been polluting because it dangers also the other parts of the world.

Seriously though, there is no way Western society is going to give them money for not using oil. In fact had Saharan Africa taken one of societies greatest people ever, Norman Borloug, they would be a bunch of half developed countries right now and they'd be using oil too. Why should we give them money for not progressing with the rest of the world when they've been given the opportunity?
