Unforunately the 16th Amendment changed that in 1913.

"The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several States, and without regard to any census or enumeration." :(

But, it does raise the question: how in world did the USA get along just fine without an income tax for 137 years?

unforunately ur stupid and dont know the law. A supreme court case said in 1920s that the 16th amenment has no new taxing power so if you werent taxable beofoe the 16th then your not taxable after the 16th.

artical 1 sec. 9 sayes": No capitation, or other direct, tax shall be laid, unless in proportion to the census or enumeration herein before directed to be taken."
