Somehow, I don't think GHW Bush made any apologies for "American arrogance" or for the role American power had in finally bringing about the fall of the Berlin wall.

Yeah, but there was a difference with what happened in Germany and in the Soviet Union, the desire for freedom happened naturally. It wasn't until Ronald Reagan stopped trying to intimidate the Soviets so much and demonize them as evil did real progress emerge. Most of why the Soviet Union and the Berlin Wall fell was because the Soviets attempts to liberalize the country went out of control.

I think even GWB understood that. There was actually an open invite for him to come to Berlin and celebrate with the demonstrators but he felt that was the worst thing an American President could do out of concern for antagonizing the Soviets. Instead, he kept behind the scenes but had Baker go to Berlin and negotiate a peaceful end to the Berlin Wall with East German authorities. And Yes, the desire for freedom did happen naturally, but I credit Reagan for FEEDING it and giving encouragement.

Yes and no. I would hate to deny the power of the human spirit but Reagan must be given credit for his strength in facing down the Soviet Empire with strength and conviction that gave strength and conviction to the Democratic movement in Chicago, That is in stark contrast to the wishy-washy Obama who panders to tyrants in Iran and sends mixed messages to the Democratic movement in Iran and props up a dictator in Honduras who subverts their constitution.

Attributing it to the people is a simplistic and incomplete understanding of the events. Gorbachev, in his policies of perestroika and glasnost, eventually permitted Soviet-dominated countries like Germany more control over their internal affairs. When the communist East German government announced a planned new policy of open borders, the people were allowed to pass though without being shot at as was done since 1961.  West German Chancellor Kohl cooperated and Pres. Bush didn't interfere.
