The whole thing is in 4/4 time. There isn't a single 'odd time' that 'takes over'.

It just borrows a page from the book of jazz. It wobbles back and forth between being ahead of the beat and behind the beat. It's a form of tension and release normally reserved for music performed by humans.

Also, this isn't dubstep.

@eatshuz definitely got a mr. oizo feel to it, but then again none of rustie's stuff really feels like dubstep to me, its more in tune with dabrye, glitch mob, lazer sword, early grime and shit like that. unclassifiable electronic noises. though aquacrunk seems to do the trick...
