How do I avoid expensive roaming charges on iPhone?

Hey, I just plan on using the phone as a voice plan, without data. If i do the first thing you told me going to settings > general > network > turn off cellular data....is that all i need to do to avoid charges ....i dont plan on adding my email accounts i just want to use the phone as a voice plan and only where wifi is available, but i see some people still getting charged for doing this and said you have tu turn off edge etc
