Education, while it receives some federal funding, is largely a duty of state and local governments. It is funded by property taxes, and it is perfectly constitutional.
Congress does gave the power to pass healthcare reform. Article I, Section 8 of the Constitution grants Congress with the power to "provide" for "the General Welfare of the United States."
Of course it doesn't say it in the Constitution. People were still fighting Indians and each other to even worry about public education when it was written.

The last two conservative presidents were Reagan and Clinton. Both paid down the debt and moved to a balanced budget. Clinton was the most conservative because he reduced the size of government while growing the economy. Reagan did grow the economy but increased the size of government. Clinton had the most sweeping welfare reforms and he was the best commander in chief. Clinton also put more cops on the streets. Crime was lowest under Clinton.

Congress also had the power to override the veto. Reagan was in the middle of a cold war with the Soviet Union and his decisions were necessary for the victory of the US. It was Reagan who got the arms agreement with Russia. It expired in 2009. Obama couldn't get it renewed.

Even if that were true, that would have been a noble thing that Bush did as a surplus is not a good thing. It entails the Government made a profit which is illegal. YOu mean the house the Democrat congress burned? 2002 was the 2nd highest deficit year of the Bush years as wars always cause deficits. It went down to the Republicans final budget in in 2007 which was 162 B. Then after the dumbs took over congress gas prices skyrocketed, then people were losing jobs left and right.

Education, while it receives some federal funding, is largely a duty of state and local governments. It is funded by property taxes, and it is perfectly constitutional.
Congress does gave the power to pass healthcare reform. Article I, Section 8 of the Constitution grants Congress with the power to "provide" for "the General Welfare of the United States."
