I've played the Genesis version for almost 20 years and the closest I've ever seen to the standings at 0:13 was when 3 out of 5 teams in a division went 7-9 during one of the almost 50 seasons I've played on there. Haven't had it happen on the NES game yet, though.
My favorite trick in this game was hitting reset during the division-clinching screen. You get to play the same game over, plus have the already played game count in the standings. I had an 18-0 season with the Lions as a result. I clinched the division after beating the Vikings, hit rest and played them again. Then in week 17 I beat the Bills, whose loss clinched the division for Miami. Hit reset and got to play the Bills again for an 18-0 regular season.

You play each team in your division twice. If every team splits their series 1-1 they'll all go 3-3. Lose every other game and everyone is 3-13.

What I want to see is every team in one division go 2-14 in the actual NFL, which is the LOWEST record you can have and still win the division.
There may be lower possible records, if you include ties. My brain hurts now, so I won't try to think of more ways.

And its still an NFL record for the highest winning percentage and best record in a season by a team to not qualify for the playoffs.
The Jets and Patriots also finished 11-5 that season and held tie breakers over Denver.
The Jets had a better conference record over Denver 9-3 to Denver's 8-4.
New England had the better record against common opponents 4-2 to Denver's 3-3.
And it certainly didn't help Denver by losing to the Raiders twice that season, and Oakland finished 12-4.

That would deep down the list of tiebreakers, as each team beat only their division rival. I think "points scored" is right above "coin toss".
