We take radioactive elements such as Uranium 238 to perform nuclear fission because you need an unstable element to start the reaction. A stable element, with the little disturbance a neutron provides, dosent break apart and release energy. You need something already unstable and you disturb it even more so it can split apart, releasing energy and making another element.

Theres a difference between between fusion and fission. Fusion is the fact of forcing 2 atoms together to create another, releasing an insane amount of energy. Fission is splitting an atom in 2 others (like the nuclear bomb and nuclear energy)

Problem with fusion is that you need to heat the hydrogen to 100+ million degres for that to happen. So heating up and holding the material is a problem in reactors.
In hydrogen bombs they solved it by using a fission(uranium) bomb as an igniter to reach the insane temperatures needed.

But to fuse Carbon or Oxigen you need EXTREEEEMMLLYYYY high tempretures. Nuclear fusion is done with light elements because they fuse at lower tempretures releasing energy. Search for the life cycle of a star and u'll understand the difficulty of fusing Co2 compared to H
im not sure though...but i think it is bcoz that molecule you have mentioned, CO2...couldn't break down any further into compounds with smaller atomic number...unlike Uranium...

@prophexii given that im simply not gona bother ti read through all my prev comments again, as someone pointed out b4, fussion, however is possible. it would prob be much safer to use CO2, break it appart so ud have carbon and breathebal oxygen ( O2 ), from which we could release the o2 into the atmosphere or use it for other chemical reactions and from hense use the retrieved carbon for fussion, instead of burning it again. this process is done on a much more simple stage (H into He) in the sun
