the term is meunière, which is the female form of meunier (miller). so alla meunière should be translated as in the style of the miller's wife. (miller runs the mill, wife cooks). In the pre-industrial age millers would grind grain to flour for a fee. (they provided a service. didn't sell flour.) I can imagine the flour bussiness in Japan being different, and that instead they had flour dealers. i think this is a problem of double translation. else it is bluff indeed.
also it's totally not true that the pan fried fish with tomato is a 'noda original'. If more tomato was added it would just be a straightforward 'in umido'.
On the rice, sure, never heard of that. But the actual method of preparation I think is pretty standard.

In may ways ice-cream is just a method of cooking, like frying or boiling. It is certainly not ingredient specific. Consider this... it doesn't have to be sweet!
Although personally I would have caramelised the skins whilst being fried and then served along with a simple homemade vanilla.
