you'll need to take all the settlements of carthage first,then you need to go back to "imerpial campaign".There are some factions,you will see carthage tho.

there's an easier way if you just edit the game files. i can't remember the path, just look it up it's not hard to find or hard to do. if it doesn't work just put it back the way it is or keep a backup of the file.
