I guess as long as the cop on duty, doing an arrest or whatever you can videotape them. People usually don't like being surveilled, so that was probably why the guy was asked to turn the camera off.
Actually, filming someone without their consent is in violation of federal wiretapping/eavesdropping laws. According to the Supreme Court, you are eavesdropping by use of recording device when a) it is unknown to subject you are recording them b) you do not have consent to record subject. Over 30 people in 12 states, including Cali, have been arrested on such grounds.
