That is because you must have allodial title on the land in order to do with it as you please. When people buy a home they ordinarily buy the home itself, not the land it sits on. Even if you "own land" it is most likely not in allodial title in which case the government can say to do with it what they choose. Unless you have allodial title, your land is subject to imminent domain.

I think there is a difference between someone who is openly declaring themselves as unlicensed and someone who is practising as a 'professional' yet is unlicensed. Ultimately it is about skill and service. After all a license is only a piece of paper. Even comparing my physicians there is a world of difference when it comes to skill/knowledge.
