Yes, that's an EMD 12-567B. I'm not sure exactly what year the block is from offhand, but I believe it would have been somewhere between 1945 and 1954.
Did Conrail replace the control stand as well?

i remember this alco on the mountain cutoff in dupont pennsylvania, had fire coming out of exhaust. this is going back 30 yrs.
