1. People do sell pre-ripped toilet paper. It comes in sheets as opposed to a roll. The Conservative synagogue I went to as a kid provided it in a stall wall-mounted container with a sign saying to use it for Shabbos. 2. The pre-ripping thing is at least 3 generations old insofar as my great-grandparents did it.
