This is semi-atonal, not fully atonal. The chords in this piece are largely repetitive, hinting at a tonal center even when the melodies seem to indicate that there isn't a tonal center. This would be great for certain movie scenes - say, of a broken man using drugs, or a slum. That's what this piece evokes.
This isn't all that atonal to begin with. It's evocative of a kind of desolation. This is good to listen to if you just want a bit of silence and nothingness.
For examples of atonal surrealism chech out David Lynch's ERASERHEAD for "mood" and UN CHIEN ANDALOU for surrealism. I did like quite a few of the image works.
The part of the video with the baby is pretty creepy though. Truly scary. The rest of the film is pretty tame and calming in a strange way.
