I just went back through my sheet music and found the 1978 tune list, so it probably was then or '79 (if the band used the same list twice). Do you know if Dan Debuchananne is still playing?

Haven't seen Dan in ... decades! I think he last played with the band in 1982 or 1983. I have no idea where he is.

lol bagpipes go for a lot of money, anywhere from 400 into the thousands, I suggest you start with a practice chanter :P
