miniguns are great for lvl 1 bandit cars..okay for lvl 2 but for lvl 3 you'll end up using a LOT of ammo to take one of those out. Not sure if lvl 2s have shields but lvl 3s do and they will use them. Best to just use the rocket launcher (homing rockets) to take them out. 2 shots should destroy a lvl 3. Just make sure the shield isn't up..wasted a few rockets that way.
