Anyone can load and use for now the developers preview of Windows 8 I have done this and its a very interesting platform that reminds me of a smart phone interface.. IE mainly for touch screen interface and graphics based GUI that relies more on touch than a keyboard and mouse BUT IF you do not have a touch screen you can do just as well with a regular display and keyboard and mouse. Adobe flash java and most other programs run on it ok.
