For a director's comment I can actually explain the dead time, though. Just for fun, I will.

If you pay attention to the time clock on the game you can see the obvious splices. I actually only had 2 people to help me make the movie, & this scene required four.

Obviously I couldn't have all the characters just walk in together, or it would have been one cut/10'ish seconds opening.

Plus the obvious limitations of not having Reiko & Ocelot in the same room together.
