No, they are not siblings, because they are not related by blood.

The orange one was found at the north area of japan when he was a stray cat,

the other was saved at an Osaka street by UZYSUKI when she was almost dying, hit by car.

The owner of UZYSUKI just sets two of them up as siblings, but to me, they look like John Yoko bed...,-)
