I don't think he sees himself as "too big". I think he just wants to avoid the inevitable criticism that would ensue from GOP loyalists should Powell endorse a Democrat. Powell is one of few Republicans that a lot of Democrats can respect, and I don't think he wants to alienate any voters at the moment. He probably wants all Americans, despite affiliations, to make an informed choice. But yeah, sounds close to an Obama endorsement to me.
