The school has the right to enforce a dress code. This also goes to the point of searching a student's locker without permission as long as they have reasonable doubt.
With all that said the dress code is completely stupid. I don't think it is necessarily a double standard. However, it is a dumb rule.

My mother taught from 1924-1970 and if she'd had to deal with ignorant, pigtrack yahoos like these, she'd have thrown them out of her class in five seconds. A four-year old doesn't belong in school yet anyway. When my mother taught, parents were the gatekeepers to this kind of foolishness because they valued education--not these losers.
