My guess is that Ernie was angry at "The Count" for keeping him awake all night with all of "The Count's" loud counting in the skit where "The Count" slept over in Ernie and Bert's apartment. So maybe Ernie wanted to sleep over at "The Counts" castle and bother "The Count" some way so he wouldn't be able to fall asleep this time.

Im pretty sure that was Bob Payne. He also performed Telly in his first episode he ever appeared in when he was the Television Monster. That one can also be seen here on youtube. If yoiu watch that clip and compare the voices you'll see what I mean. Also because this skit was made during the same time that episode aired is another reason why I strongly think this.
