In the Market Samurai program, it says SEOTCR is the indication of weaker competition market but Anthony says to target SEOC.

Which is correct?

Good question!

I would personally use both. Sort by SEOC in ascending order and then choose the ones that have low SEOTCR. This way SEOC tells us how many competitions we have for the phrase search and the SEOTCR will tell us what percentage of those sites have the keyword in their title.
