Foot faults can only be called by the group on the card or aPDGA Official. If it's not called by someone in the Group on the Scorecard or a PDGA Ofiicial, it didn't happen.
I watch a lot of disc golf videos and there's very frequently comments about foot faults on putts. I think people need to read the rules, because they are frequently wrong. George Braun must have been outside of 10 meters on his first putt which is why he is allowed to step past his lie without establishing balance. I certainly cannot tell his distance to the basket from a video.
