While your idea that a community must have leadership is true your seemingly the steadfast idea that the leader is the final decisionmaker is not correct for any community other thatn that of a group of sheep. A facilitator would be better because the really good facilitator would make the final decision apparent as part of the process. I have been a trained facilitator and this always works. Of cource the next step is an organizer that help guide everyones efforts in making it sucessfull.

wow it's like he down loaded my brain! this is exact kind of dramas me and some friends went through trying to start a coop farm. Sadly it was not meant to be from many angles but so much good learning and life lessons.

nice hearing these are common problems though. Reminds me how much we truly learned together.

p.s. don't try and start a community in a blue marine clay swamp unless you plan to build houses first!
