That's bullshit. UFC allows elbows to the head on the ground, barring only 12 o'clock bows from the top because those crack skulls like coconuts. Leg strikes to the head of anykind are barred on the ground so they don't go through fighters like tissues. There's the saying "kicking a man while he's down" for a reason. Frowning upon it is almost a cultural universal. Other than those it's pretty much just bitchmade shit like groin shots and indian rug burns that are illegal.
