Hardly an art form. Ugly buildings need a demolition (or a serious restoration) not to be sprayed on. All graffiti on public surfaces is just sad: permanent eye-sores from angry and/or naive insolent egotists.

Graffitti in no way can be described as art, as it forces itself upon the sensibilities of the observer, in an attempt of a hostile capture of the psyche. However, plagiary, is a notion that fully encapsulates graffitti, by essentially stealing and then defacing already what can be art in itself-- it's value then becomes negated.
