You suck at JA much more then your character...

You don't need that much marksmanship is you've decent AP and gear.

You have to have at least 70 strength, cause it determines how much you're encumbered (by armor and other)

You have to have as much DEX, as you can, cause it determines AP too and how good you are at skills (MED, MEC, EXP) and HtH fight

The wisdom should be the highest possible. It allows to train skills quicker and be more good at skills.

Wasn't there like a cover layover in JA2:UB? It will show you exactly what the best places of cover are through color coding.
