Good question. No you're right. Maybe he couldn't find one that suited Urahara.

The reason is th Tite Kubo only gave a song to the characters that weren't very importan, so the fans could make an idea of that character. Urahara, obviously, is one of the most important characters in Bleach, so he did'nt need a song.
