We call it the revolving door system, Over crowded prison systems mean that one is locked up and one is released to make room. I'd imagine it is the same in most countries..The problem is that the criminals know this and are not afraid of the system.

Update: I was able to find that she is now in the Chillicothe, Missouri prison and has already completed her sentence for the escape, but is still serving for the murder sentence. I did this via the missouri inmate locator. So I guess she was recaptured a long time ago.
