Tinker is item dependent, but he makes great use of active items by being able to bypass their cooldowns. So in a 6 second span you can hex somebody, fire off 2 shots of dagon or even reset linken's sphere.

The reason was to deny refreshing of midas/bkb/arcane/meka and the rest of crap, that DOES get refreshed by refresher and DOESN'T get refreshed by "rearm". Details can be found at official dota1 website, it's 100% the same for dota2.

Rearm has no cd so if you have infinite mana you can do infinite rearm and for example permanent hex 1 hero or spam his other abilities.

This is also why he scales good late game since expensive items with use abilities also get rearmed like BoT, hex, dagon etc and the more mana / regen he gets the more he can use rearm (it's an expensive ability)

Combine the ulti with dagon/BoT, and there is no sense made. Skill requirement = 0, just like with Barathrum, that is pure luck-based. Permastun in 1 char is something I call imbalanced yeah. Tiny is just crazy imba with dagger, instakills at lvl 7. Too many auto-attackers in DotA faceroll an entire team. Troll/Mort/Bara <- BULLSH*T!

Matter of the fact is, that with the current 'matchmaking'(i.e. DIV-bots) there is no balance. EVERY game there is Bara, EVERY game there's Tiny, EVERY game there's Rooftrellen.
