IIt's done using a delay pedal (Graham used a Boss DD3 in Blur) set to a really short time and the feedback up full to give infinite repeats.

Yes, I have a Boss DD-3 and can do that noise quite easily.

You need to set the pedal to a REALLY short delay time, and turn the feedback knob all the way up for infinite repeats. Every time you step on the pedal, you basically just hit the dampened strings, and that makes the noise.
