They are sentient and their "adult" form is not. Skyhales don't feel that anymore but "young" do...very much. This story is a serous allegory of our world.
This parallels insect life cycles somewhat. It appears that the larvae (hunters) feed on the adult phase, into which they transform when they mature. Caterpillars do a sort of zombie phase before pupation, too. The only part they didn't cover is reproduction. It would be a twist if the laval phase reproduced, but that could fit with the story. Their reactions do lead us to wonder if they know or at least suspect that they are hunting/eating their elders.

I don't get this? So they become the beast they hunt? or what?
Why did he change to a zombie in the first place? because he killed the other flying thing?
And do the villagers realise that they kill 'themselves'?

I love this short cartoon. I first saw in when it was aired on telly back in the eighties and it really gripped me. I wish it were available to buy.
