This is not a dust devil nor waterspout, the waterspout would still be able to carry stuff even if it is weak, its either landspout or very strong whirlwind picking up loose sand.
thats not a dust devil its just a wind blowing around it self and moveing like 5mph or 3 maybe idont know but its slow if it was a dust devil it would be twice that and with lots of dust and like i said its just wind blowing around it self in the same place and moveing around

Sometime strong ones can be. I've read one at least one case were a person was killed by one. Not nearly as bad as tornadoes. Most are harmless.
