The decline of the Russian population is due to the collapse of the Soviet Union. Russia lost a hell of a lot of its people to Post Soviet Republics like Kazakhstan, Ukraine, Poland, etc... The current decline is due to falling birth rates and the rise of alcoholism and the death rate.

Canada's got about 33,289,000 people and the second largest population, but that's mostly because the whole top half of canada is frozen. I live in Canada, and the population is pretty much in all the major cities in the lower provinces.
