It's a bit exaggerated to say don't eat brown rice. All foods evoke an insulin response and if you are trying to build muscle you need that insulin in your body as it's the most anabolic hormone. Broccoli and other green, leafy vegetables won't give you that. If you are trying to lose weight then you only need to reduce your carbs when you have reached a plateau and can't lose any more weight after reducing calories but for everyone else, starchy carbs are fine and beneficial for building muscle
