I just got out of a full scale natural disaster in Teresopolis Brazil and one of these would have made a huge difference. All infrastructure went out. Bridges, the roads to the outside world, electric, cell phones, even the local radio/sat link system for the region got zapped in the giant storm. Fortunately we had plenty of fresh water and food but comm. is a priority that just went up to that level for me now.
I noticed in your RICK (Incident Command Radio Kit or ICRK ick erk would make more sense) you didn't place batteries inside the unit and that makes sense, but what about using a kit with a deeper top section and storing batteries in pairs of banks there so that some could be charged and changed out WHILE in use. Also you suggest you use the fan to pull air in under the mobile radio section, wouldn't the air be more efficiently moved if you pushed it IN and ported it through to the radio out?
you said 'strictly ac power', but then again, you have DC for the radio, ECT., what if the supplied power source goes out? then what do you have for a power source? many 73 kh7o de kd0hon.
Have you considered any of the larger Pelican cases so you can more comfortably fit the radio and power supply both under the panel? I love the panel design, did you draw that with AutoCAD or SketchUp? Also N2KTO has a great idea with the gooseneck...you can get a DJ light with a BNC connector on the end and just panel mount the BNC for quick detachment. Federal Signal makes a nice one for emergency vehicles that is LED and switchable red/white but it comes at a price and is not removable.

Larger cases limit the portability of using this kit away from a vehicle, weight is a problem when on foot going up stairways in buildings when in emergency service use. Have mounted a mini mag lite holder and rotatable panel lights in other kits, see the "green" kit version. Looking for a low heat LED low profile light that will fit in the lid. Thanks for the ideas...
@kh7o Can you tell me what manufacturer to use then? I want to design one of my own but not sure where to get started with the software and how to choose a manufacturer. I want to panel mount the LEDs to make a cleaner look, I did see your green kit also and can see that it would be difficult to mount anything in the lid of the case and make it look good. The goose-neck style in my opinion would be ideal due to it's being able to move and point at anything nearby, i.e paperwork or a laptop.
Assuming you used Front Panel Express for your software and manufacturing then? What did they charge you and would you mind sharing your .fpd for others to place orders? Or perhaps if you feel that you would like to retain the rights to your design, that is fine but will you at least make an edited 'base' version available via GPL with maybe only the panel shape, mounting holes, and a few basic shapes such as the AC socket and fan cutouts? This would be a big time saver to others.
