"Free Hugs" means exactly what it says on the papers and boards. Someone who wants a free hug and then something else afterwards has sadly got the wrong end of the stick. There's no ulterior motive to this, this is why it's caught on as it's optional to approach these strangers putting themselves in this predicament in the first place.
Well, at least he doesn't want you to give money, become a member in a crazy sect, etc... just hug people (and no ass-grabbing without permission! ;-))
