This also includes the pipes in Judea and Samaria because Mekorot is the company which built the infrastructure to begin with. In order to connect to Mekorot you need to also connect to a sewage treatment plant. So large cities in Judea and Samaria don't have a problem, cause they have treatment plants. The settlements also have treatment plants. But most Arab villages don't - they rely on private wells.

Read about the Nabi Musa riots, Jaffa riots, the Hebron massacre, the 1936-1939 "Arab revolt".
