I believe this is not really just about a bunch of guys in boats floating around in the great lakes helping each other out. What this agreement does is set a precedent in law in which they will then use a stepping stone to further integration. They are working on a Transportation corridor system that will span from mexico all the way into Canada, they wan't to do this with preclearance shipping. To do this, they need to allow for US officials to be able to make arrests on Canadian Soil.
