Most likely someone called in and complained about someone walking around in their underwear. The police were just doing their duty and taking a report. As far as they knew he could have committed a crime earlier, such as an attempted rape or indecent exposure to a child. And had it come out later that the police saw this guy and had not at least taken down his name and address they would have been seen as negligent.
