Thanks for the post. In Michigan Cities have begun to deal with issues, not by choice, but by necessity. We have an increasing number of DC plans for both Pension & Healthcare. It could take several generations to work this out economically since the OPEB healthcare and pension liabilities are significantly underfunded. Or, people could say, I've had enough and find ways to starve the beast.

btw it has become increasingly difficult to starve the beast, when govt spending is increasing as private spending is decreasing as monetization of debt occurs. For example I stopped paying my property taxes, my bankrupt mortgage company paid them for me, even though I had until Feb to pay them.
