well you can defeat him without pulling his tentacles off just keep spraying him with water until all the goop is washed off his face, then pull his cork i think and voila! calamari with tentacles attached

@MarioKartWii100 The nose is covered in gloop when the nose is clean he uses the arms to strike. The arms go into gloop getting the nose gloopy again. Therefore impossible.-ish
